According to ANI, even the policemen are at a loss as to why these items should be included in the box. However, some of them claim that their versatility makes them indispensable: they can be worn over the shoes when it rains, turned into tourniquets in case of an accident, or used to temporarily stop a leak when a pipe bursts.
If this sounds like too much, it’s because it is. Despite the alleged claims from the cab drivers, there is no mention of condoms in the Delhi Motor Vehicle Rules (1993) in the section related to the first-aid box. Which, yes, is mandatory. If there is no law mentioning them, officers can’t issue fines for their absence.
“There is nothing mentioned in The Motor Vehicles Act about condoms. We are not issuing any challan [fine] to drivers for not having condoms in their first aid kits,” Special Commissioner of Police, Traffic, Taj Hasan says in a statement for the same media outlet.
So either a handful of rogue policemen set out to make an extra buck by carving out their own law on first-aid kits in cabbies’ cars, or cab drivers in Delhi got spooked and started driving around with condoms in the first-aid box for nothing. Whatever the case, the cabbies' predicament would have been smaller if they'd known the law.
