Even if the parking maneuver is done rather hastily and can definitely hinder other road users, we thought that the rider was aware enough to realize the car was going to pull over. There are several seconds between the moment where the car starts "drifting" to the right and the appearance of the rider, and this hints us on the motorcyclist not being aware enough.
We'd rather say he stubbornly tried to pass the car on the right side and though he has enough time and space to make it through. And maybe he could have made it if it wasn't for the bump he received, causing him to lose control and crash silly.
