Elon Musk surprised everyone in July when he announced that Tesla would allow a one-time transfer of the Full Self-Driving license. The condition was that the buyer take delivery of the new car no later than September 30. As the deadline looms, Tesla announced it would allow transfer even after that date, as long as buyers make "an honest effort" to take delivery of the new car.
Tesla's second-quarter earnings call brought surprising news that overshadowed the impressive financial results. Most notably, Elon Musk announced that Tesla would allow a one-time transfer of FSD in certain conditions as a gesture of goodwill to Tesla's early adopters. The FSD transfer was one of the most voted questions for the earnings call conference, and many people were glad that Elon Musk listened.

For a long time, Tesla refused to discuss the matter. People even argued that Tesla's demand problems were explicitly caused by people who clung to their old FSD-enabled cars longer than they should. Had they been able to transfer FSD to a new car, many would've replaced the old Tesla, solving the demand problem. Still, Tesla would not budge.

Even when it did, Tesla attached weird conditions to the transfer contract. The most bizarre was that the FSD would not transfer to another owner when selling the new car. Usually, Tesla allows selling the vehicle with FSD enabled and would not turn it off after the transaction is complete. People fought against this condition, and soon, Tesla reverted the decision and removed this limitation. People were again happy and eager to proceed with the transfer.

There was another condition to be met, though. For the transfer to be completed successfully, owners must take delivery of the new car no later than September 30. Nobody fretted at the time, considering the end of September was two months away. However, as the deadline approached, many were terrified that they would lose FSD on the old car if Tesla did not deliver the new vehicle on time. Some even canceled their orders, which obviously wasn't what Tesla intended.

Thankfully, Tesla once again reconsidered its position on the FSD transfer. According to several Tesla owners, Tesla removed the deadline as the pre-condition for the transfer. This was requested by those wishing to transfer the FSD to a new Tesla, especially as the delivery time was not under their control. Thankfully, Tesla agreed and announced that the transfer would not be refused even if the new car could not be delivered by the end of the month.

This doesn't mean that Tesla allows the unconditional transfer of Full Self Driving. Customers must still place their orders before September 30. They must also complete all the pre-delivery tasks by that date, including the credit check (when applicable) and selecting the option to transfer FSD. This is what Tesla calls "honest efforts" to complete the purchase on time. Also, if a vehicle in the inventory matches your custom configuration, you must accept delivery of that vehicle.
