FIA President Jean Todt has suggested that Formula One's future RRA (Resource Restriction Agreement) may be in doubt over teams being unable to make a deal.
The former Rally co-driver argues that if Formula One teams fail to reach a "gentleman agreement" about cost cutting, there's nothing the FIA can do about it.
"I think F1 does cost too much. A lot of teams prefer to have the privilege of competition rather than reduce cost. I hope that a sensible approach from teams will be reducing costs. We are the regulator. If they don't want to reduce costs, that's it. It's not our responsibility to do things that teams do not want," said Todt, according to Financial Times.
The 2013 Formula 1 season will debut this Sunday with the Australian Grand Prix at Melbourne's Albert Park.
Eleven teams will take part in this year's battle, one less compared to 2012, after HRT retired due to financial reasons.
