All people make mistakes, it's true, but some of them look especially clumsy and stupid while at it, and the driver in this video is one of these fellows.
As far as I'm concerned, this fellow bears all the responsibility for this crash. First of all, no matter how busy incoming traffic was, the was compelled by the law to give way and only proceed after the road was free.
Then it's the sheer lack of any anticipation skills: it was obvious that he could not clear the intersection before the scooter got there, yet he or she proceeded. Even worse, the driver could not even manage to come to a halt in time to avoid running over the scooter and (possibly) the rider's leg. I'll just stop here as such crashes are really disheartening.
