Yes, the Clio was definitely at fault in this crash, but the rider has both plenty of time and room to avoid that this accident happened. Sadly, the fellow preferred to honk and run his bike into the Renault, a crash which was completely avoidable with a dash of better judgement.
Now, such situations occur very often, but only few of them result in a crash, especially at this low speed, as most riders prefer to honk, curse AND brake, letting the ignorant drivers pass in front of them.
All the guy had to do is brake harder and evade the collision course he was on. Easily and without taking any unnecessary risks, he could have passed behind the Clio and continue the ride, with or without heavy swearing. Too bad he chose to trust the honk would save his hide this time...
