Apparently, the German car, which was registered to the Russian Deputy Interior Minister, Igor Zubov, is trying to stay on the same lane as the Lad Samara cop car, which has its lights on and is probably urging the driver to stop, or at least make way. However, the BMW driver does not comply, and the two cars almost touch several times.
Offical information suggests that Zubov was not in the car at the time, and that it was his driver who was captured on film.
