We're most likely looking at a double fault in this crash, with both the scooter rider and the driver being responsible for it. However, just like it's almost always the case, the rider comes off much worse than the driver.
While the road regulations will see the driver at fault as the or she had to give way to incoming traffic, it looks like the scooter was also a tad over the legal speed limit, as far as I can estimate.
Now the choice of speeding or not belongs to every rider in the world, but when such drivers come into the game, the outcome might not be exactly a win-win situation.
