Because this is what caused the accident: the owner of the 1967 Chevrolet Chevelle was hauling it on I5 when it slipped off the trailer and into traffic. He didn’t even realize what was happening until it had crashed, as evidenced by the video released, which was recorded on the dashcam of the driver who slammed into its rear end.
The video shows the Chevelle coming off the trailer as the truck towing it slows down. Trooper Axtman doesn’t say whether this happened because it hadn’t been secured at all or because it had been secured improperly, but that’s most likely because, in the end, it doesn’t matter. Both would have had the same result: the driver lost the load, which went across the 3 lanes and came to a stop on the HOV lane, after being hit by another truck and hitting the divider.

Indeed, photos of the wrecked Chevelle confirm that this won’t buff out.
In addition to having to pay for the damage to his own car, the owner will also have to pay the fine after being cited for failure to secure a load. Penalties range from $228 to criminal charges.
The good news is that there were no injuries in the accident. The bad news: a Chevelle had to take extensive damage for the owner to learn the valuable lesson of securing a load before hitting the road.
