Aftermarket exhausts manufacturer Vance & Hines agreed on a $500,000 (€375,180) settlement with the California Air Resources Board (CARB) on January 31st 2013.
The manufacturer has to pay this rather hefty fine for having sold around 2000 units (average value of $250 or €187) in violation of the existing rules of the CARB. California laws require that every aftermarket emission-related parts and accessories get an exemption (executive order) with CARB in order to be legally sold within the state borders.

It looks like Vance & Hines got to sell their stuff before getting the CARB approval. The V&H President Paul Langley adds that the settlement the company signed also protects distributors, dealers and customers against future claims for goods sold prior to January 1st 2013. Other emission-related aftermarket parts manufacturers are also under investigation, so we'll certainly hear from CARB soon.
