In Ukraine, Road Rage Comes from the Police

Road rage may be an issue all over the world, but in Ukraine, it’s the police that bullies the drivers around. At least that’s what we are led to believe by the adjacent clip, which shows one of the least desirable manners of pulling somebody over.
The clip, a piece of dashcam footage, shows at least two police vehicles loaded with special forces that pull a guy over. As they descend from the vehicles (we see a SsangYong Actyon), the men act very violent around the civilian vehicle.

Of course, such a behavior may be justified - perhaps they are busting an escaped individual - but we still fail to see the reason being one of the policemen kicking the car that was pulled over.
