Someone told me sometimes that scooter riders should take the same riding courses and have the just the same testing prior to being legally able to ride on public streets.
While some oppose such a safety-focused law, I'd say that it is only natural, because these fellows are in the middle of the traffic, on all sorts of streets and will face all sorts of tight situations.
There already are a lot of fully-licensed motorists who are clumsy and silly enough to make it safely through mildly-dangerous situations, so having an untrained rider in the same predicaments leaves little to no chance at all for the day ending well.
