This interesting looking contraption is or used to be a a fourth generation Chevrolet Camaro. We know it looks like a Japanese import, but that's just how things were in the the 90s.
In 1993, the Z28 version came out, featuring a 350 LT1 V8 engine producing a then impressive 275 horsepower. It's enough to look cool and sound good, but not enough to shred tires.

Riding on massive 28-inch chrome wheels, the 90s Camaro looks like agricultural equipment but still manages to do a proper burnout and scare the pants of a motorist at one point. Memphis tuning… you just don't get this sort of stuff anywhere else.
