Due to the poor quality of the recording it's really hard to figure out whether the traffic lights were green for the child or for the bike, but judging on the incoming cars and the speed of the bike, we're tempted to believe the kid was at fault.
The asphalt also looks wet, so a hard brake from the bike was definitely not the best idea., trying to avoid the kid. Unfortunately, the child isn't even looking sideways before crossing the street: instead of the bike, there might have been a car approaching, and with a very nasty outcome.
While the rider himself could have wisely dropped off some mph in that area, he cannot be blamed for the crash. It's only so true that kids can be pretty mindless in certain situations, but in such cases, the lack of awareness and precaution when crossing the street can be fatal at times.
Hopefully both the kid and the rider were alright, as for the bike, some new plastic parts and paint were surely needed after this nasty story.
