Mosley insisted that bringing in a budget cap will only favor the competition and F1 spectacle. It would also bring some fairness into the game, as big-spending manufacturers will not get to control the action like in the present.
“The idea that each team should have the same amount of money, so that success is simply a function of intellectual ability, has great appeal. If properly enforced, it would be a very fair system. Indeed one view is that having much more money than a rival team is just as unfair as having a bigger engine,” insisted Mosley.
“We should like to discuss this further with FOTA. It may be that in present circumstances, a voluntary cap would work because no manufacturer whose board has signed off the agreed amount would be likely to allow secret additional expenditure, while independent teams would probably not have access to the necessary cash,” added the Englishman.
Mosley's bringing back the budget-cap discussion to the negotiation table comes only a few weeks after team owner Frank Williams urged the FIA to introduce such a rule in Formula 1 as soon as possible.
“We've raised this issue several times and will take the opportunity to do so again. We'd also strongly support a budget cap introduced gradually, if it could be properly policed,” said Williams in mid-December, shortly after the FIA had announced the new cost-cutting measures for F1 championship.
