There are two things which are so wrong in this video. The first one, is bitterly obvious: a herd of cows roaming freely in the vicinity of a public road, with no trace of someone supervising the crossing.
Unfortunately, we get to see a lot of such things happening in certain parts of the world, and this sometimes turns out fatal consequences, for drivers and riders alike. Very serious legal action should be taken against those responsible for all this, as such things are a major threat for the road users' lives and huge property damage and state expenses are always associated with them.
On the other hand, it looks like there is good visibility in that sector of the road, and we expected the rider saw the cows and slowed or even stopped, waiting for the best opportunity to make it between the animals.
He may have been less aware than we thought he was, as we can see the smoke form the violent brake only as the rider gets within meters away from the cow he finally hits. Some anticipation and better observation of the (animal) traffic could have saved the poor guy from wrecking his bike and getting injured.
