Well, it may be so... but it definitely isn't. The scooter rider is dead drunk and can't even keep his balance as he stops behind a truck at the red light.
There's no point in mentioning that he's not wearing a helmet. It would most likely only make his head warmer, enhancing the effects of the booze in his brain.
Frankly, it's a complete mystery how do these guys make it past the first crossroads, give the fact that they are obviously highly intoxicated. It's something which defies any logic, especially as we think about very skilled riders who still get crashed into by reckless drivers. Must be a Russian well-kept secret, or something.
