Funny as it may be, it's in fact always frightening to see such riding on the public roads.
Booze or lack of skills, it's this kind of fellows I am truly afraid of when driving: they will simply jump in front of my van or come in crashing as if materializing out of thin air, with little me or any other motorist could do to avoid the impact. Well, we assume constantly doing 25 mph (40 km/h) all day in the city is already out of the question, so it's not exactly a solution.
Sorry to say this but such riders should not be on the road. In the first place, a person unable to ride a scooter or moped in a straight line must not ride on public roads. Then., it's what I think it is: booze.
Needless to say how dangerous riding without a helmet is already, so adding 10 too many shots of vodka to the two-wheeled game looks like really looking for a ride in the coroner's van. Still I'm waiting for some argument to convince me this guy is not extremely drunk....
