We don't know what is this, and we don't understand a bit of Czech (at least we believe it is Czech), but we surely laughed our faces off watching this short video several times in a row and laughing even harder each time.
It may be a part from a commercial or something like that but it really doesn't matter. Whoever made this is a master of comedy, not for the situation itself as for choosing the two guys. Their facial expression is worth a million bucks and their acting is somewhere at the border between ridicule and awesome.
By all means, don't start with questions such as "who carries a fuel canister on a weekend trip" because if you do, it means you simply didn't get the fun part. Just make sure you don't salute the next motorized police officer this way when they stop you.
