We really can't tell who is more reckless and stupid between these two guys. For starters, getting on a scooter while being drunk and riding it on public roads is a worldwide acknowledged offense and a very dangerous thing to to. And the missing (probably mandatory) helmets only make things worse.
On the other hand, honking two-wheeled vehicles such as scooters and bikes while driving (read sneaking) a couple of feet behind them is also illegal in most countries, including Latvia where the footage is supposedly coming from.
So here's the dilemma: who is the bigger moron? The mindless scooter rider, not wearing a helmet and being dead-drunk on a public road, or the car driver whose honking causes the scooter rider to run off the road and crash in the grass?
Some might say the car driver might have saved their lives. Lol, and how's that? Do you think they camped there until they got sober? They just went on, after serious efforts to get up and the scooter back on the road. We'd say they both should have gotten a serious fine for their actions because you just can't fine stupidity as a crime.
