Both the rider and the cab driver in this video are at fault, but the bikes comes off the worst, pretty much like it always happens.
First of all, the motard is riding a bit too fast for his own safety. We all do speed every now and then, but doing so on roads with little to no visibility at all is taking unnecessary risks. Doing some 10 mph (16 km/h) above the speed limit on a street where one can see the upcoming junctions, is one thing, but this video shows the exact opposite.
Basically, the rider had almost no chance to avoid hitting the taxi doing an illegal turn almost on the very pedestrian crossing. Now, we'd even say that the rider would have been in a very tight situation even if the cab did not turn, but kept on driving forward, if with much more chances to avoid the crash.
Technically, both of them are at fault, the cab driver should lose his license, but it's still crutches for the rider...
