Runaway Crane Triggers Scary Reversing

Today’s entertaining clip comes from South Korea, not a place where you’d expect something like this to happen. A pickup equipped with a crane is trying to move the water-filled road dividers when the back end lets go and it starts to slide down hill.
The brakes seem to be engaged and so are the side supporters from the crane, but the vehicle simply hops along at increasing speed. Luckily, the driver has his wits about him and, recognizing the danger, quickly engages reverse.

It’s beginning to look like the crane is going to hit when the driver flicks his car to the right. So, is the crane operator to blame, or was that vehicle simply designed badly?
