We have somehow gotten used to having the term "accident" used in pretty much any case... but this is a bit off.
Accident is one things which happens by... accident (Captain Obvious to the rescue), whereas some other traffic collisions are caused by the recklessness, ignorance and stupidity of the road users. This video is the perfect example of a car driver who simply doesn't care about proper filtering prior to steering left.
That is because steering left from the rightmost lane is illegal, stupid and dangerous. And we've had our fair share of crashes caused because of such guys. Unfortunately, in this case it was a biker coming in the left lane, and riding at moderate speed saved him from a devastating impact.
However, even in this case, such a crash can lead to broken legs or hands, and mauled bikes, and neither of these is a pleasant thing. Especially as such a stupid crash could have been avoided altogether.
