Leaving valuable goods unattended outside the house or shop is definitely not a good idea, not in China or almost anywhere else. There are a lot of guys out there who have never worked properly one day in their lives and who have only made a living stealing stuff.
Many of these petty criminals don't need too long to make a move, especially when easy money are more or less at hand. And by "at hand" we don't necessarily mean in their way.
Goods of all sorts left outside buildings are an easy prey, even more so if the gates of the yard are already open. We saw thieves escalating fences or using force to open the gates on so many occasions, so it's easy to believe that the sight of stuff laying around is often impossible to resist.
If anything, in certain countries scooters are the predilect vehicle for committing such crimes. Especially in countries where these types of vehicles abound in the street, thieves know they can get lost in traffic quite easily, and this only boosts their boldness.
With almost all scooters looking more or less the same and without wearing conspicuous clothes, two fellows on a scooter will blend in the crowd effortlessly.
It's in a way disturbing to see how quickly these fellows decide to steal those wheels. They only need 20 seconds or so to grab the rims and flee, and they're not even in a hurry. Nobody is running, and the scooter doesn't wheelie when taking off.
Even if the cameras could help the cops identify and catch the thieves, it's hard to believe the loot will be recovered because people who steal like this are usually trying to get rid of the goods as soon as possible, accepting ridiculously low prices, just to get the hot items sold.
