We cannot help saying that a recall issued for braincaps is a bit of a funny thing. However, regulations must be obeyed, so here we go: a massive recall (30,000 or more) for the Vega XTS helmets, sizes L, XL and XXL made between May 2011 and October 2012.
Brain cap helmets offer the smallest protection in case of an accident, and only for the top of the skull, with the face and chin protected by the rider's luck alone. Most states require a motorcycle operator and passenger to wear head protection complying with several standards, and it seems that the specified Vega XTS have failed the US National Highway Traffic Safety Administration (NHTSA) test, and are therefore illegal.
No word on what's the problem with them, but if you own such an XTS helmet, you should be contacting the Vega guys, as they'll replace it for free.
