Man Qualifies for "Dumbest Person Alive" after Dismounting a Running Excavator

In most countries, you need to sign a ton of paperwork before you get to operate heavy machinery. The excavator in the clip below may not be the biggest you've ever seen, but we're pretty sure it still requires at least reading a few safety instructions before taking it out for a spin.
We're also convinced that among those guidelines, there's one saying the vehicle should never be left running unattended. Or maybe there isn't, since some things are so obvious, so deeply entrenched in what we call "common sense," that you tend to forget some people are so stupid they could actually ignore such rules.

Let's pause here for a second and try to figure out how this situation might have come to be. Here are the details: we see a street with no markings and a few signs on the building in the background sporting Asian characters. A mini excavator is circling on its own with constant speed, moving from one side of the street to another. In the middle of its round trajectory sits a man who is fruitlessly trying to catch the machine.

So, how did they end up in this situation? More to the point, how is that vehicle maintaining speed if its driver is spinning on the pavement next to it like a headless chicken? How fortunate was he to have the excavator circle in a seemingly harmless area, when it could have instead run into a building or a more populated area?

Lots of questions, but absolutely no common sense answers. It's almost as if we're watching a weird version of that horse training technique where they spin the animal in a circle, only in this case there's no rope connecting the excavator's snout to its driver.

Speaking of whom, how stupid must you be to keep following the out of control vehicle, instead of just waiting for it to come your way? Better still, how retarded (or drunk?) can someone be to imagine that even if they did manage to intercept the runaway equipment, they would actually be able to climb aboard at that kind of speed? Especially since that particular vehicle happened to have a very big and menacing scooper in front.

Well, we don't know the answer to those questions either, but it certainly isn't as stupid as the onlooker that gets knocked over at the end. What do you do when you see a heavy machine go round on its own? Why, you go closer and watch, of course. And what do you do when you see it coming your way? Phoa, that's easy too: nothing. You just keep watching. What if it runs you over? Don't worry, it won't. I've done this before.
