It's no secret that Europe's driving and licensing regulations are a bit on the harsh side when it comes to motorcycles, and with the new riders things are even worse.
With your riders, the A2 regulation states that no one is to ride a bike with more than 35 kW of power. Now, while no manufacturer will build completely different bikes for this situation, there is a possibility to derive a lower-specced bike from a standard high-power one, as long as the source-bike makes less than double that power.
