Funniest Solution for Breathalyzer Law in France

We couldn't tell what's causing these funny laws in France: is it that people in the administration are getting bored and are looking for ways to justify their wages, or the state has employed some real nincompoops and put them in charge of emanating some of the dumbest road regulations ever?
If you kept up with us during the last months then you should know that French administration came up with a law which made breathalyzers mandatory in every vehicle, cars and bikes alike. Getting stopped by the cops and not having a breathalyzer upon you resulted in a €11 ($14.6) fine and of course, only certain testing devices (Contralco) were homologated.

The French riders and drivers put up a very active opposition and the law project went cold, with the Minister of Interior promising they'll look into it and come up with a solution. Appointing the Conseil National de Securite Routiere (CNSR), a road safety agency to analyze the matter, here's what they've come up with: “The CNSR's recommendation is to continue making breathalyzers mandatory in every vehicle (and now possibly even 50cc mopeds), but not to fine anyone if they don't have it."

Now, how silly is that? You must have a breathalyzer, but if you don't nothing happens. What's next, French administration: a Ministry of Silly Walks Driving?
