No less than 10 mayors in the Abura Valley area are planning to enforce this new law in an attempt to limit the criminal offenses in the region. Colombian statistics claim that 20% of thefts and 17% of homicides are carried out by pillions and armed passengers, respectively.
It's still unclear how the police will react as more than 4.5 million people are riding motorcycles on a daily basis in Colombia, and helmets are mandatory, often making seeing whether the passenger is a male or a female literally impossible. Even more, there are a lot of casual guys with no criminal plans who just ride two-up as a cheaper transportation solution.
