California Considers Revising ZEV Regulations

The California Air Resources Board strongly considers revising state regulations for the zero emission vehicles, the so-called ZEV, and will conduct a public meeting to determine whether it will be approved or not. The board meeting is scheduled to take place on December 9-10 in Sacramento in order to receive feedback on the staff’s preliminary proposals.

Moreover, the meeting will also focus on what is to be done so the zero emission vehicle program will work hand-in-hand with the low emission vehicle program that is expected to be submitted late next summer.

Until the Board meeting in December 2009, ARB staff will be reviewing the current status of ZEV technologies, conducting a ZEV symposium, undertaking a long term GHG analysis, reviewing California ZEV infrastructure needs, and analyzing complimentary policies to the ZEV program.

The initiative began in March 2008 when the Air Resources Board called for the staff to review the low emission vehicle programs, strengthen the zero emission vehicle program for model years 2015 and beyond, and focus on zero emission vehicles and advanced technology.

The list of recommendations made by the staff include:
  • A shift from zero emission vehicle regulation to address greenhouse gas emission reductions as well as criteria pollutants emission reductions
  • Partial zero emission vehicles to be removed from the zero emission vehicle regulation as they are now commercial
  • Advanced technology, such as hybrids, to be removed from the zero emission vehicle regulation as they are now commercial
  • The setting of a goal to help low greenhouse gas emitting technologies to commercialisation including fuel cell vehicles, electric vehicles and plug-in hybrid electric vehicles
