The Toyota Prius Plug-in Hybrid combines both a classic hybrid and an EV. Of course, every hybrid can function in EV mode for a while, but then, the only way to recharge the battery is to start the gasoline engine and drive some more.
Not with the Prius Plug-in though. As its name suggests, this hybrid can work only in pure EV mode if you wish to and if you have enough charging points along your route, because you can plug it in and recharge its battery instead of continuing the trip on gasoline.

Under the hood, you’ll find a 1.8-liter four-cylinder Atkinson engine coupled to Toyota’s Hybrid Synergy Drive, consisting of two electric motors mated to a CVT. The total power is rated at 134 hp and you can also go 22 km on full electric mode.

Auto123 tested Prius Plug-in recently and compared it to similar vehicles. Read their full review here.
