I know from first-hand experience just how terrifying it is to see a very drunk driver in traffic and not know exactly what to do - after you've called the emergency number and reported him in, of course.
Just like the couple in this clip, you're torn between taking matters into your own hand because you realize he's a threat to public safety, but at the same time, you realize you might be putting yourself and those next to you at risk as these people are highly unpredictable. Besides, you'd first have to stop them, which might prove a difficult thing to do.
These people here didn't have to bother with that because the man pulled over on his own. Well, maybe "pulled over" isn't the best choice of words: more like stopped in the middle of the highway first lane. After driving erratically for a few good minutes, swerving from side to side as if wanting to make sure nobody got past him, the guy gives in to his physiological needs and stops the car.
Kudos to him, by the way, as most people in his situation would have probably taken care of the job in the car while driving. We can't be sure what type of alcohol was involved in getting him this hammered, but judging by the full minute it takes him to empty his bladder, we'd say that beer was definitely one of the ingredients.
After he's done (zipped fly and everything), it's zombie time. He just keeps running into the passenger side of the car, presumably trying to get it, but all he does is make it look as if he's humping that door. After a while, he finds the other side of the car and gets in. By this time, though, the truck that could be seen driving alongside the couple's car makes its move by going past the drunk's car and blocking it.
There's a cut in the clip, so we don't know exactly how long it took for the police to show, but once they were there, arresting the inebriated young man was one of the simple tasks they'll ever have. The only reason this drunk driver didn't kill somebody was because these guys intervened, and that is the right thing to do.
